Management of entrepreneurial brand activities
Article 1 In order to further promote the demonstration work of the cities where small and micro enterprises start their own businesses and innovation bases, we shall strengthen the management of entrepreneurial brand activities. According to the Executive Office of the Hangzhou Municipal People's Government, "Implementation Opinions on the Development of Creative Space to Promote Popular Entrepreneurship and Innovation"(Hangzhou Government Office Letter[2015] No. 136) and "Measures for the Management of Urban Demonstration Work of Small and Micro Enterprise Entrepreneurship and Innovation Base in Hangzhou"(Hangzhou Government Office Letter[2016] No. 2), formulate these measures.
Article 2 An entrepreneurial brand activity refers to an activity that is sponsored by a government department, entrusted to a third-party organization, or sponsored by a social institution, and is mainly aimed at creating space, entrepreneurs, and investors, and has a good reputation and extensive influence in the whole city and even in the province and the country. Including entrepreneurship forums, entrepreneurship education, project roadshows, financing docking, entrepreneurship competitions, entrepreneurship promotion, entrepreneurship projects or entrepreneurs 'television shows, etc., focusing on promoting Hangzhou entrepreneurship and innovation environment and policies, attracting outstanding entrepreneurs and investment institutions at home and abroad to gather in Hangzhou.
Social organizations are allowed to sponsor entrepreneurial brand activities to declare brand activities in accordance with the principle of "voluntary combination, similar alignment, and strong association". Enterprises and other social institutions jointly organize activities of the same type on a voluntary and autonomous basis, and actively integrate and jointly declare as a brand activity.
Article 3 funds for entrepreneurial brand activities shall be made available in the special funds for demonstration work of small and micro enterprises in Hangzhou. Social organizations sponsor entrepreneurial brand activities refer to activities organized by public creation space, social institutions(enterprises) or public creation space joint social institutions(enterprises). The joint declaration of social institutions to host brand activities, the leading reporting unit as the first responsible unit, funds allocated to the leading reporting unit. The lead reporting unit shall sign a written agreement with the joint reporting unit to form an agreement on the rights and obligations of the parties and the principle of allocation of government subsidy funds, and make a clear and explicit statement in the agreement. The agreement shall be reported to the office of the leading group of the two companies before the establishment of the project, and the high-tech office of the municipal science and technology commission.
No more than seven activities of entrepreneurial brands sponsored by social institutions; The number of entrepreneurial brand activities sponsored by government departments does not exceed 3 items. The allowance for a single activity does not exceed 50 per cent of the actual costs incurred for the activity, up to a maximum of $1 million.
Article 4 The units that sponsor or undertake the declaration of entrepreneurial brand activities shall be the following: the relevant municipal departments, the municipal or above designated public creation space, the science and technology business incubator, the small business start-up demonstration base, and the venture capital investment institution that has been filed by the municipal competent department. And other enterprises and institutions that have the ability to organize entrepreneurial and innovative activities; There should be no bad credit history and have the ability and experience to organize entrepreneurial activities. Units with administrative penalties or bad credit records in that year shall not be approved.
Article 5 Evaluation criteria for entrepreneurial brand activities include the time, theme, content, process and expected results of brand activities. The theme of entrepreneurial innovation is clear, Hangzhou is rich in elements, and the content is novel, and the atmosphere and policies of entrepreneurial innovation in Hangzhou are vigorously promoted. It attracts the attention and participation of major media, entrepreneurs and investors at home and abroad.
Article 6 The scope of expenses for subsidies for entrepreneurial brand activities:(1) conference expenses, including accommodation expenses, food expenses, conference room rent, transportation expenses, and document printing expenses; (2) Experts 'fees; (3) publicity fees; (4) The expenses that must be incurred for other activities.
Article 7 the management process of entrepreneurial brand activities.
The entrepreneurial brand activities sponsored by the government departments are proposed by the relevant municipal departments, the contractor applies, and after the approval of the experts 'argumentation organized by the office of the leading group of the city's two innovation demonstration work, the report is submitted to the meeting of the office of the two demonstration work leading groups for deliberation and the city's two creation demonstration work. Leading group review. The subsidy is provided in advance, in two instalments, and the initial subsidy is not more than 50 % of the amount of the subsidy. The contractor of the activity shall sign a cooperation agreement with the relevant department. After the end of the activities, according to the audit report of the third party organization, the funding plan was submitted to the city's two demonstration work leading group office for approval of the amount of funding, and the balance was allocated.
The brand activities sponsored by the social institutions are openly solicited by the municipal science and technology commission from the public. After being reviewed by experts, they are reported to the office of the leading group for the creation of the two companies in the city for deliberation and approval. Its funding method is ex post facto funding. After the event is over, the municipal science and technology committee proposes a funding plan based on the audit report of the third party organization and submits it to the office of the municipal two demonstration work leading group for approval of the funding amount.
Article 8 The office of the leading group of the two enterprises demonstration work shall strengthen the supervision and performance tracking of the entrepreneurial brand activities. Social institutions and enterprises that collude in maliciously, fraudulently defraud funds or violate these administrative measures will be investigated and dealt with in accordance with the Regulations on Penalties for Financial Illegal Acts(No. 427 of the State Council) and other laws and regulations, and the funds already allocated will be recovered. If it constitutes a violation of the law, it will be seriously investigated for legal responsibility.
These measures have been implemented since the date of promulgation, and the original "Measures for the Management of Urban Demonstration and Entrepreneurship Brand Activities of Hangzhou Small and Micro Enterprise Entrepreneurship and Innovation Base(Trial)"(Hangzhou Second Founding[2016] No. 15) has been abolished. These measures are valid during the period of "two innovation demonstrations" and are organized and implemented by the office of the leading group of the municipal two innovation demonstration work and the municipal science and technology commission. The office of the leading group of the municipal innovation demonstration work is responsible for the interpretation.
